Teenagers with bats and boards attacked people on Halloween night in Federal Hill, police said.
While things were quiet Tuesday night in Fells Point because some businesses closed early and a heavy police presence was established for Halloween, there was an uptick in violence in other parts of the city involving teenagers.
In Fells Point, the merchant association, in a coordinated effort with police, decided the best thing to do would be to close early as many businesses turned the lights out at 8:30 p.m. At the same time, law enforcement set up huge dump trucks blocking vehicular traffic to protect pedestrians.
