BALTIMORE (WBFF) – In bold colors painted on the side of a neighborhood restaurant are four simple words: “Welcome to Locust Point.”

A few blocks away, balloons tied to a utility pole collide as a cool breeze blows down South Baltimore’s Lawrence Street. A black and white photo of Alex Wroblewski is scotch-taped to the pole, too.
